A mistake in Saussure's theory

A mistake in Saussure's theory
The prominent Swiss linguist, Ferdinand Saussure once wrote, “A language and its written form constitute two separate systems of signs. The sole reason for the existence of the latter is to represent the former.”
I think the reverse is also true. Saussure did not tell us homophones in the latter represent what in the former. Neither did he tell us uppercase and lowercase letters in the latter represent what in the former.
In fact, languages are a forms of thinking. Speaking is a voice form of thinking. Writing is a written form of thinking. Sign language is a physical form of thinking. They all represent thinking.

Because we, as hearing people, use both speaking and writing, we thought writing correlated to speaking. Perhaps deaf people may think writing correlates to sign language. Therefore, I believe that Saussure's theory may be in incorrect.
